Kauai County Jail Mugshots Overview
No public Kauai County jail mugshot roster was found in the official KPD, DCR, or SAVIN sources reviewed. KPD publishes daily media arrest-report PDFs, but the sample and indexed report fields are text fields: residence city, arrestee name, arrest date and time, sex, age, charge, and release disposition. The public report text did not show a photo field, booking number field, housing location, or bail amount.
DCR's KCCC page does not post booking photos, and Hawaii SAVIN/VINELink is described as a custody and parole status notification system. That makes the legal answer and the practical answer different. Hawaii public-record law and OIP opinions may support access to booking photos in some settings, but Kauai's official pages reviewed do not provide a searchable online gallery for routine booking photographs.
What is and isn't public: KPD arrest-log text is public online, but it is not a mugshot gallery. A booking photo may need a UIPA records request to KPD or DCR/KCCC, and exemptions or redactions can still apply.
Kauai County Mugshot Field Inventory
The KPD media arrest report is the sample public record that best answers what the official online arrest source shows. Its limits are important. A user may find an arrest date and charge, but the online arrest log does not provide the booking-photo view that many mugshot searches expect.

Kauai County Booking Photo Sources
Official Kauai booking photos appear online only in limited public-safety contexts found during research. KPD news releases sometimes include images for wanted-person notices or warrant-sweep cases. A March 2025 warrant-sweep release included image links labeled as mugshots for several arrested persons. A wanted-person release can also include a photograph and instructions not to approach, along with detective, Crime Stoppers, and P3 Tips channels.
Those news releases are not a complete arrest-photo database. They are selective media releases. They do not replace the KPD Arrest Log, KCCC custody confirmation, SAVIN, or a UIPA request. A person may have a public arrest-log entry with no photo published online, and a person may be in DCR custody without a publicly posted KCCC booking photo.
Request Kauai County Booking Photos
A booking-photo request should go to the agency that maintains the photo. If KPD created or maintains the police booking photo, start with the KPD Records Section. If the image is part of DCR/KCCC correctional intake, direct the request to DCR or KCCC. OIP's UIPA guidance says the request must be sent to the agency that holds or controls the record.
- Identify the arresting or holding agency. Use the KPD Arrest Log, KPD contacts, SAVIN, or KCCC to decide whether KPD or DCR/KCCC is the better first route.
- Describe the record clearly. Use the person's full name, arrest date, police report number if known, incident date, charge if known, and the phrase booking photograph or mug shot.
- Use the agency request form or the OIP Request to Access Government Record form. Send it to the agency, not to OIP, unless the record is an OIP record.
- Include ID if KPD requires it for the associated police-report request. KPD says public report requests need a copy of a driver's license or state ID.
- Expect review. KPD says police reports are reviewed for confidentiality and may be redacted under UIPA.
- If the agency does not respond within 10 business days, or gives an incomplete response, OIP says a requester may ask OIP for free assistance.
Kauai County Mugshot Law
Hawaii's public-record law is the Uniform Information Practices Act, or UIPA. OIP Opinion Letter 94-12 concluded that booking photographs or mug shots maintained by county police departments are public government records under UIPA and that disclosure of an arrested person's mug shot would not be a clearly unwarranted invasion of personal privacy. OIP Opinion 03-09 later summarized that view and discussed the relationship between mugshots and Chapter 846 criminal history rules.

HRS Chapter 92F is Hawaii's public-records law and starts from the rule that government records are open unless access is restricted by law.
OIP Opinion Letter 94-12 says mug shots maintained by county police departments can be public government records under UIPA.
OIP Opinion 03-09 says Chapter 846 does not restrict mugshot disclosure if the arrest is less than one year old, active prosecution remains pending, or a conviction results.
This does not mean Kauai must run an online mugshot roster. A record can be public by request without being posted as a searchable gallery. It also does not mean every related police report is released in full. KPD notes that reports are reviewed for confidentiality and personal details may be redacted under HRS 92F-13.
Kauai County Photo Limits
The main Kauai public lookup tools have clear photo limits. SAVIN materials describe custody and parole status notifications, not booking photos. eCourt Kokua may show court filings, docket entries, hearing dates, and case documents when public, but it is not a police booking-photo gallery. The BOP inmate locator and ICE ODLS do not publish routine public mugshot galleries. KPD arrest logs show text fields from daily media reports.

Kauai County Mugshot Removal
Official Kauai sources reviewed did not publish a local mugshot-removal policy. The official records-clearing route is expungement where Hawaii law allows it. HRS 831-3.2 allows qualifying people arrested or charged but not convicted to apply for an expungement order, subject to the statute's listed exceptions. The statute deals with official arrest records. It does not promise removal from unofficial reposts or private databases.
When an arrest is expunged, law enforcement arrest records capable of being forwarded to the attorney general are forwarded for placement in a confidential file. That can change official access to arrest records, but a person should not assume that every image or news item disappears automatically. For formal charge outcomes, search court records after a Kauai County jail arrest and confirm whether the case was dismissed, declined, amended, or ended in a conviction.
Kauai County Federal Mugshots
Federal and immigration custody are separate from the Kauai County jail mugshot question. The BOP Inmate Locator searches federal inmates and many federal release records since 1982, but it is not a booking-photo gallery. ICE ODLS searches current ICE custody and CBP custody over 48 hours, and it cannot be used for minors under 18. Neither system should be treated as a source for routine Kauai booking photos.
