Kauai Community Correctional Center Overview
Kauai Community Correctional Center, or KCCC, is operated by the Hawaii Department of Corrections and Rehabilitation. It serves the Kauai and Fifth Circuit jail function in Lihue. DCR describes KCCC as a 128-bed facility, and DCR population reports list both 110 design beds and 128 operational beds. The facility holds male and female inmates in categories that include pretrial felons, pretrial misdemeanants, sentenced misdemeanants, sentenced felons, probation violators, parole violators, and other-jurisdiction holds.
KCCC is not a county sheriff jail. Hawaii runs jails and prisons through a unified state corrections system, so a person can be arrested by Kauai Police Department, appear in a KPD daily arrest report, go to court in Lihue, and then be held at KCCC under DCR. DCR's March 31, 2026 end-of-month report listed KCCC with a head count ending of 92 people and an assigned count ending of 98. The same report listed 110 design beds and 128 operational beds. DCR's November 30, 2025 report listed 82 people by head count and 91 by assigned count. A September 8, 2025 weekly report snippet listed 94 people and a 73.4% occupancy rate against operational capacity.

Look Up Inmates at KCCC
The correct online lookup path for KCCC is Hawaii SAVIN through VINELink, not a Kauai sheriff roster. DCR says Hawaii SAVIN provides free, anonymous, confidential access to custody and parole status information for offenders under DCR jurisdiction. Searchers can use VINELink online, call 1-877-846-3444, use the VINELink mobile app, or use TTY 1-866-847-1298. For a person arrested very recently, also check the KPD arrest log and call KPD or KCCC when online systems do not answer the custody question.
- Open Hawaii SAVIN or VINELink and select Hawaii.
- Search by the person's name, or use an offender or case number if known.
- Check whether the result shows DCR custody or parole status tied to KCCC or another DCR location.
- If no result appears, check the KPD daily arrest report and call the KPD Cell Block or KCCC.
Do not rely on SAVIN alone for safety planning. DCR's own SAVIN materials warn users not to depend solely on the system and to maintain contact with advocates, attorneys, or law enforcement where needed.

Visiting Kauai Community Correctional Center
KCCC visitation requires approval before travel. The inmate submits a visitation list, and the visitor application plus Notice of Consent to Search must be approved and on file. KCCC procedures say clearance normally takes one week. Visitors need photo ID, and active parole or probation visitors need written permission. Former inmates face additional limits and generally need prior written approval from the Warden or designee.

Visitor vehicles must have current registration, safety check, insurance, and a licensed driver. If a vehicle is turned away, visitors may not park at Wailua Golf Course and walk over because KCCC says there is no pedestrian crosswalk between KCCC and the golf course.
KCCC Mail, Phone, and Money
Mail to a KCCC inmate must include the inmate's first and last name, the KCCC address, and a return address with sender first and last name. Staff monitors mail, and KCCC procedures list many return reasons, including missing names, stickers, ink stamps, glitter, glue, drawings, bookmarks, lipstick marks, pornography, threats, and other inappropriate content. Books, magazines, and food items may not be mailed under the procedure PDF.

KCCC Booking and Release
KPD arrest reports and release codes show the local path into KCCC. An arrestee may be released on bail, released on own recognizance, released no charge, released pending investigation, taken to District Court, taken to Circuit Court, taken to Family Court, turned over to another agency, or transferred to KCCC after court through the Intake Service Center code. KCCC is the custody destination once DCR holds the person locally.
For bail amount information, KCCC procedures direct people to call the Court Logistics Officer at (808) 241-3050 ext. 247. Bail is posted at the Lihue Courthouse fiscal or traffic window, depending on the case type. Accepted payment is cash, money order, or cashier's check payable to the correct Fifth Circuit court. After posting, the Bail Release Form goes to KCCC's Court Logistics Officer to start the release process.
Note: KCCC says it does not answer individual scheduled-release time questions, so court and custody confirmation may require several official contacts.
KCCC Programs and Reentry
KCCC offers more than custody housing. DCR's program materials list education, substance-abuse treatment, religious counseling, cultural arts, work furlough, and Lifetime Stand. The facility-specific program page lists Thinking for a Change, outpatient substance-abuse treatment for low-risk inmates, volunteer-led Alcoholics Anonymous and Narcotics Anonymous, sex-offender treatment for assessed and approved inmates, and Lifetime Stand reentry support.

About Kauai Community Correctional Center
DCR's relocation release says the current KCCC facility was built in 1977 and has endured flooding and infrastructure limits for decades. Older DCR annual-report text describes the facility's history from a county jail toward Kauai's prison function, including Module B in 1984, temporary cabins in the 1990s, and Module C as an 80-bed dormitory added in 1997. Those details are historical, while current capacity should come from DCR's facility page and population reports.
In February 2025, DCR announced community input on a future KCCC site and identified land off Maalo Road in Lihue as the preferred site. The release said the site offered about 20 to 30 usable acres, infrastructure access, and proximity to support services. A later budget document noted funding for a new KCCC and Community Transitional Center.
